allow to change language of shorts caption

on the page where you show all the shorts, let us:

• disable Captions if they are not aligned

• apply different branding overlay

• change the timestamp for shorts duration

• show if short is already scheduled and where it is scheduled

• of possible please allow to have some background music for shorts and enhance audio vocals for main short
